John O'Dowd is a great fella altogether. John is standing in Upper Bann, the natural home of the much-lesser spotted Trimble (which seems to have gone the way of the corncrake these days).
John unfortunately doesn't like civil servants. John wants to put manners in them.
I suspect a lot of Civil Servants would like to put their toe in John..
